Ok, so on my 1995 4runner, my driver side headlight is not working. we tested it and its not grounded. my buddy said this is usually because its the switch in the truck. How do i go about fixing this?

I've found on the older rigs that the switches need to be cleaned when you start having problems like you explained. The 87' I owned at one time had many issues with switches which when taken apart and cleaned they worked like a champ. Clean with some alcohol and them lube with a die electric grease, in other words a grease that is made for use with electrical switches. I hope this helps. If it does not maybe time to change the switch.
The headlight switch does switch the ground between OFF, LO beam, and HI beam circuits. But if the switch was bad, I would expect both sides not to work, not just one side. Are you sure it's not a corroded connector at that headlight?
